Does this law make it legal for Colorado farmers to grow marijuana as a cash crop? I don't understand how a law like this could be passed with the intent of collecting a tax on sales unless they plan on allowing stores to sell it. Who are the stores going to purchase it from, though?

Colorado's Amendment 64 will allow adults over 21 to possess up to an ounce of marijuana, though using the drug publicly would be banned. The amendment would allow people to grow up to six marijuana plants in a private, secure area.

Not sure why Colorado wouldn't have similar problems.
