AB3 nicknamed the locker-room "josh" and he's just commenting on the paint job and his prescience of it.  Like when black folks sometimes call everybody "joe" even when that's not their name.   :dunno:

I imagine it could be both or neither.  One doesn't preclude the other.  It's usage is more or less exclusively African American in my community.  I've encountered it too frequently to be considered an aberration.  It's just slang, there's no value judgment attached.
