He has dropped the wire clippers carried everywhere line. He is trying to spin it like Spencer told him Jake would just hop on an unsecured bike, ride it from Point A to Point B and then leave it for the next user.

He didn't re-address the "clippers" part, but yes, he rough ridin' confirmed that he was told, by his son, that Jake stole bikes...repeatedly.
