Just tried to read it, too long. Skimmed it and took away that they do whatever they want.
Okay just read the entire thing, they used K-State volleyball as one of their examples, and there was absolutely a mistake made by someone. There are provisions that mention "reasonable distance" and "metropolitan area" but within each of these provisions having the game in your ST package is also required. K-State being close to Kansas City is not a reason to have it count as a home game. I checked OU's schedule and the game they play in OKC counted as a neutral site game. In addition to that they played Cincinnati in Cincinnati but not on UC's campus, that was also counted as a neutral site game.
Long story short, the KC & Wichita games fit the rather detailed criteria for neutral sites, not sure why there is an error, but its definitely an error.
