not for my flights unfortunately. I check all of them about once a month to see if I can get some of my points back.

Co-worker has flights to Italy in July. Called today and they told him they zeroed out every reservation for flights past July 3 on specific flights. They’re basically holding for rebooking when they rework their schedule, but to the customer it still looks booked on the same flight. He couldn’t cancel for a refund, but could rebook for another time. He noticed that business class was cheaper now than what he paid for coach. They let him change to business class for no change fee and refunded him the difference. If in the rescheduling process they don’t keep that flight he could probably get a full refund or accept getting rebooked business on a different flight.

For real, if you paid actual medium-to-high money or points for your travel and can get a refund, you should. 

As far as rebooking cheap, depends on if you have down time that you'd do nothing else and if this is the one time you'd ever visit the Bay and Seattle.  It'd be a weird experience for your lone time, if so.  At least in Seattle, almost every tourist thing is shut down.  There'd still be natural places to check out and bars/restaurants to PAK at.  The latter would be especially welcoming for your business, as every day more and more are closing temporarily or permanently because there's not enough people out.  I'd be directing you to my favorite establishments and to drink and eat heavily there.

I think the Bay has a lot of the same attendance restrictions/guidance, but not sure.  It'll be like that everywhere shortly.

If you had in mind taking selfies on top of the space needle, etc., there wouldn't be any of that.  You'd just be drinking a lot, seeing some nature views, and not getting sick.

Not cheaper, sadly. But I'm lazy so that's okay. Wasn't planning on doing any of the tourist stuff so I should be okay.

Well, it was a 2-part thing.  Virus-spread aside and regardless of if you'd have the option to rebook cheaper, if you have the option to cancel and get a full refund, you should because you paid full price for a ticket to go to a place where you'd be sitting around a lot and that sucks.  You'd be better off doing something else with the money/points, even if that's spending them later for the same thing at a time when the travel would be enjoyable, or upgrading your forced staycation to a platinum experience.

If you’ll still have the option to cancel penalty-free should you not want to go in June (assuming they don’t cancel on you unilaterally), why not? You’re locking in cheaper prices for a much more desirable trip irrespective of viruses because June is so much more elite than March generally.

I was supposed to be in Maui right now and I booked using UR's and don't think I get them back, I have to reschedule. it's a little complicated (or maybe just a pain) because I was flying out on United and back on Hawaiian

Most of the carriers have no fee mile refunds through end of April. No idea on UR but I’d lean heavy on their asses if they were trying to eff you on that.
