Assuming formal = suit & tie or comparable, you're usually right. Some will say to never wear a button down with a tie, but I don't mind it with a blazer or sportscoat because that's generally a less formal look, anyway, especially if you're talking corduroy or tweed and/or a sweater under the jacket. Buttondown collars with a sweater help keep the collar under control so you don't have one collar in and one collar out.   

Spread collars are the way to go these days for formal (suit). Really showcases the knot.

The darker shoe would be your best bet there.

You could wear a natural linen blazer with the last three pants, possibly with first, depending on how dark the linen is. Navy blue would work with all of them. Gray would work with last three, too. Probably want to stay pretty neutral with the coat given the brightness of the colors of the last three.

I'm pro tie.  Pro ties with jeans.  I tend to make all my wardrobe decisions based on a simple rule:  In terms of how "dressy" I want to be, I always try to be in the 90% percentile.  No higher. No lower.

I can't think of a bar (or circumstance) in Aggieville that a tie would be appropriate.  You would easily be in the 99th percentile on most nights...and those people look like they're just trying too hard.

Being in the 99% is fine anywhere, but you have to be outgoing, otherwise you'd be a try-hard weirdo.  For example, dressing up like Russell Brand and being a badass vs. dressing up the same way and sitting quietly in the corner of the bar holding your dick.
