Toronto is loading up on talent. They honestly have the talent to make the playoffs next season (if they get a replacement for Stefan Frei and actually end up signing Defoe). Doesn't mean they necessarily will. They won't be a bottom 3 team in the league at least.

Not sure. But yes, they've been a dumpster fire. From a quick look at past standings, they were 5th in the East in 2009 and 2010. I'm not sure if playoffs were the same as they are now, but I assume they qualified. Last place pretty much every other year.
