I think it's a "hey, look I got a flat stomach, and why you're at it, notice my crotch....but I'm still pretty casual and generally a pretty fly dude to be with as you can tell by my lack of total tuck". If you don't have a flat stomach, do not try this look.

another point that should be reiterated. your button down shirts should be tailored/modern/slim fit. in other words you don't want to buy a dress shirt made for a man with a beer gut if you are a bean pole. lest you'll end up with the untucking saddlebag effect going on with your lower back.
