If I could get that as a tattoo, I would make an appointment right now and then probably chicken out at the last minute but then tell people at parties that I once almost did it or maybe say I did and start to pull up my shirt and then be like "NOPE!"

Good news! You CAN get that as a tattoo. Just put the stars and stripes across your entire back. Put Bill in mid-morph at the center of the flag, and have Bill's wire guy over at the bottom right, staring up at the Billed Eagle.
