Can someone just explain to me who the Rebel's are, what they want to create in Lybia and why we should help them?

If we are doing this "Humanitarian Kenetic Military Action" in Lybia, then why not other African Countries that are practicing Genocide?

Who's in charge? NATO? Was a Member Country in NATO attacked? I thought that's why NATO was created to band together in case of an attack?

Why hasn't Congress ratified this action?
