the solution to having too many seats is to offer a realistic expansion and to do it in bigger seating areas. loge seating, club seats, party decks, standing room only areas, and areas with other improved fan amenities.
+1. Pro venues have all adopted this model. Most new and renovated stadiums are trying to maximize premium, promotional seating. Obviously, this is a bit easier when you serve alcohol at an event. But, look at the K, Arrowhead and Sporting Park for local models. The K and Arrowhead both dropped their capacities modestly and, in return, loaded up with all of the stuff Clams mentioned. SPark has all of this stuff too, in addition to the Members Club and the $75 all you can eat/drink seats.
Town Hall should hold between 50-55K councilmembers, loaded up premium/promotional seating that will draw in families, recent grads, Ft. Riley folks, etc.
It's far easier and cheaper to enjoy these games in HD, on 60+" TVs with alcohol.
