So Texas' big TV network deal is only going to provide 10% of their *current* athletic budget for the next 20 years?

20 years is a really long time.  This amount seems very low.

On the positive side, they can't take this deal and then go join the PAC-10 or Big 10.

They were always going to have vastly more money than we do.  This is a 10% drop in the bucket.
