Maybe, but one more loss would send them tumbling by a large amount. They haven't been exposed yet, which is what is helping them.

just add in some lives-in-iowa penalty modifier that declines at some inverse constant of their rating. that way you can avoid overranking them anytime the cpi wants to put them higher than they should be.

My guess for this year: He takes the top 5, puts them in a hat and draws. Then he takes the next 10 and does the same. Then the next 20, etc, etc
