Seems pointless to me.  Just get up an hour earlier if you want more daylight.

It would created during WW2 to save energy, because businesses didn't need to burn lights as long at night before they closed.  Same rough ridin' stupid logic with the national 55 mile speed limit; vehicles use less fuel when they are driven at a slows speed.  Who needs to get anywhere in a hurry anyway.  :dubious:
