Mayor Ram Emanuel of Chicago is blaming the spike in murders and violence in his city on cops reluctant to act for fear of their careers ending or going to jail due to high profile news like Ferguson and Baltimore. He said cops are going into fetal positions and not reacting like they should. Sheesh!!! Blame Obama and his agitating cronies IMO.
