I think the dude drove around with that shirt in his car in the event that he was ever hammered and got pulled over. He put it on over top of his other t-shirt, like a boss.

I thought he'd be wearing his Richard glasses, but apparently they wanted Rick to be in the mugshot. Otherwise, everything else was spot on - half smile, no teeth showing, kind eyes.
