Doubt it.  OSU will be better and so will bot UT and OU.  Taking Jones away from OU will be worht a couple more wins.

Jones isn't a world beater or anything, but Bell is going to be just awful.

You're sounding like an OU fan.  Jones is the best qb wins & numbers-wise that they've ever had.  Blake Bell will be a poor man's CK7.
