So now he has (now) decided they meddled in 2016, he now knows they will meddle in 2020 and they intend to change course and try to influence against him.
There are lots of avenues.
Given the fact that US is about to spend 2% of Russia’s total defense budget just to support the deployment of USAF F-15’s just down the street from Russia (among many things) a 400% increase in similar operations year over year. It’s understandable why Russia would want Trump out.
I'm sure Putin is more concerned about where planes are parked more than Trump undermining NATO allies at every opportunity
