If no one holds a player's "rights" and is coming into the league, he'll go to whoever holds the #1 allocation spot. This doesn't always apply but generally it does. It would if Kamara comes back to the league.
You forgot the part that really makes it stupid. At some point (that seems completely arbitrary) the player doesn't go through allocation and simply to whoever pays the most/the league decides to give them to (generally a "large market" team)
