Title: Prior administrations

If an existing administration is doing things that a prior administration did and were deemed bad, should the existing administration do them too (2 wrongs make a right), or should the existing administration be better?

If an existing administration is doing things that a prior administration did and they are deemed good when done by the existing administration, does that mean that the prior administration did those good things too?
