two interesting scenarios
1) they have a working nuke and don’t need to actively test anymore
2) the last test was rumored to have failed disastrously and may have killed a large percentage of their nuclear team.
Either way pretty interesting development on the surface at least.

Or perhaps is this a negotiation tactic? My money is on the former, in which case he's not going to be pleased in a few months.
