who decides what day holidays are on each year?  obvs 1/1, 7/4 and 12/25.  i'm talking about those other shits. 
i am guessing there's a committee who meet and decide but honestly it's all kind of frustrating.  i tend to get labor day and memorial day a bit mixed up from time to time.  oh well, am i a holiday hillbilly?  you bet.  complete holiday n00b.

There is some rule for each one. Like first Monday which occurs after a Saturday in May....or something like that.
