If the person isn't there to shoot seems like the closest connection to said person is the messenger who you obviously shoot.

Why not?  Seems logical

If the person isn't there to shoot seems like the closest connection to said person is the messenger who you obviously shoot.

You always shoot the messenger and then send your own messenger with the message to the original message sender that you shot the messenger and if they shoot your messenger then you know it's on.

Precisely.  Also, what if the so-called messenger is actually the person sending the message and he is using the "messenger" tag to hide behind the purported "don't shoot the messenger" rule?  If you ace the messenger in his face, you got both the messenger and sometimes the person stating the message.
