It was a clean hit, but dirty hits have been getting fined $50,000-$75,000.

Hes full of crap. All he talks about is judging intent. Guess what Troy? Intent doesn't rough ridin' matter. If you initiate a helmet to helmet hit even without meaning to you are getting fined.
