It depends on the subject, really. I don't really believe ipads are more cost-effective than books, but I'm not aware of what sort of deal Apple gives these schools, either.

Good friend is an administrator in a school district. It's great for the kids.

Always allows for children to have their own computing device at home if their family doesn't. Also cut out the need for a school computer lab.

You still have to buy books for the chrome book and I know that in my town, the kids actually end up keeping the ipad so you have to replace those every year, while you get several years out of a textbook.

Either way I don't see it as a problem. Again I'm not super itk about this. But I am a fan as it doesn't allow for kids to end up with old ass textbooks of the school is too poor.

For some subjects, old textbooks really are not a problem at all. Most textbooks that get updated are nearly identical to the previous version, anyway. I could see the ipad/chrome book being a lot better for subjects like social studies, where you could look up current events and go over a lot of areas that wouldn't be in the book. They would also be a lot better than workbooks where you rip pages out to do assignments.
I don't buy the chrome book as an adequate replacement for a computer lab. I would rather write a paper on an old ass desktop computer than a brand new chrome book.

Chromebooks do everything I needed as a student and I loved them. This may make me a little partial. I see your points and I agree with some of them.
I would believe, or hope, the schools that are complaining about budgets would have crunched the numbers and went with what would be best for their budget. I'm not even sure who makes the decision.
Again I'm partial because a 200 dollar chromebook was a dream for me. The current Asus and similar models are even touch screen and can flip into a tablet and would be great for having to read.
I'm not sure what the correct answer is, or the best answer, but I'm team chromebook for schools.

if that is happening in your district it is through a local budget option.
most schools in the state are not 1 to 1

I'd also hope that the software would allow for the touch screens to be treated as a workbook and allow for a stylus to use the pages as such. Could simply be sent to the teacher.

actually this point is kinda what the ruling is about
some districts are providing extravagences through local tax bases while others cannot creating inequity

I've had several kids in the neighborhood come by asking for school donations so they can get ipads. So I guess it's not in the budget here.
