They can play for Big 12 titles and rule the league. There are at least 4 SEC schools that will spend between $85 and $105 million dollar on athletics this year. In the Big 12 there might be 1 other school that spends over $80 million and that's OU. Texas A&M has major money problems and has to slash budget and staff.
I pretty much think that UT thinks it can compete anywhere it wants to compete. It's budget wouldn't change if it moved to the SEC. The TV contract that the SEC has with ESPN would probably get renegotiated if UT joined the SEC. In short, UT owns this league and will ultimately decide the Big 12's fate.
