Think of the ramifications. If you are worried about trackin people this will make it worse. I thought you have to pass a test to get a driver's license. This will discriminate against poor illiterate minority and poor people.

American political dynasties have been kickstarted on the local level by voter fraud. Truman, LBJ, JFK and others likely owe their political lives (and deaths) to voter fraud.
