Is a yard guy actually doing work there, or did some yard guy who isn't doing work plant the sign fraudulently?

It is probably 4x8 feet.
I like them, so I haven't said anything about taking it down. Another friend of mine works with this neighbor. The friend rides by our house on his bike a couple of times a week. Last weekend he told me that he told my neighbor it is time to take the sign down. Neighbor said "NOPE! Not until she leaves for college!"
