Kansas is one of 11 states who have filed an injunction against EPA to stop implementation of the waters of the US regulation.  I read environmental groups have filed suit.  IMO just yank it.

This is a good move by Kansas, imo. The recent ruling by the SC on the EPA's coal power mercury standards give me hope that the state isn't just throwing money away here.

Good. Stupid rule that essentially federalized low lying lands and dry gulched as navigable waterways.
