While I am very familiar with how the FCC operates, and I am familiar with the fact that they seek public comment on proposed regulations and then ultimately tweak the regulations, vote and implement accordingly.
But this isn't tweaking Erate, or trying to clean up interference on the AM frequency. It's the most important communication network/platform/protocol ever devised.
So, seek public comment, change regulation radically . . . try to ram it through without the public or industry even knowing what's been changed (where have I seen this movie before?)

What? Obamanet virtually assures a corporate run Internet, with ISP's and content providers having to adhere to archaic rules that are manipulated and controlled by large corporations with huge regulatory staffs.
