No way our government would put terrorism plots in paper to create a public perception that Cuba was bad so we could then have public support to attack them!!! NO WAY that could happen. Smh

whats sad is that there are probably hundreds or even thousands of unscrupulous plans like this. The General Staff was given a job: Find ways to deal with Cuba. Quite frankly, I want random ass plans which might shock people. Because the world is a crazy place and needs people who think outside of the box. Just because a plan is put froth doesn't mean it was given legitimate planning and prep time. In the case of Operation Northwoods there is no evidence that it made it to any kid of planning stage outside of it being written down on a piece of paper.

Something that did make it a little further than just a piece of paper, is the USS Liberty sinking attempt. 34 American sailors died from 3 hours of shelling by Israeli jets and fighter boats. The point... drag the US into war with Egypt.
