The piece of crap NYPD officer should be charged with murder. But instead he is demoted to "desk duty".

Post 9/11 police murder people daily in this country. Its a militarized bunch of goons looking for a fight. No knock raids, swat teams, and military weapons are par for the course. Choking a guy for possessing untaxed cigarettes is business as usual.
