Short term- the name similarities have caused some small confusion. but easily to differentiate with an explanation.
Long term- if/when the Fieldhouse project comes to fruition, I bet there will be a name change.

The project could include an ice center. At the moment we are dealing with speculations and projections based on the need for facilities in the Manhattan area. If the need for an ice center presents itself, an ice center could be incorporated.

KSU rec- public can't use without alumni donation. even then, it's crowded as crap
Cico- severly outdated. It's the site of the proposed indoor component or Fieldhouse

Basically it's all outdated and cramped. Needs updated already. No major tournaments will come to Manhattan because we can't support and accomodate the fields. This is a huge problem for teams and parents as they continually go out of town for tournies.

From a public standpoint, there isn't a YMCA or one being looked at down the road.

They built this in Dodge City a couple of years ago:

It has an ice rink and has been pretty well received.  They have all sorts of concerts and basketball tournaments there, plus they just started playing arena football there:

there's a lot of ways to make an impact for a community and the items you suggested (parking garage) makes sense. i'm a sports minded fellow who see's the benefit a large scale sports facility could bring to the recreation league, traveling sports and overall economic development of manhattan. you can most certainly try and gather some backing for a parking garage if you'd like.
