I believe they are opening up some seats in anticipation for their game against Texas at the end of the season.  Or maybe they got a tip that Craig James hid those 5 dead hookers there.

I thought the concrete never set right on that side or something really stupid and that's why they didn't use and they tarped that end?    At least that's a Baylor bro tried to tell me I swear, but he could've just been a figment of my imagination.

LCOWBCIQ (city of waco building code) here, but if it turns out that the tread and/or riser depths do not meet current code, are they eligible to be grandfathered in or do they have to rip it all out and re-pour?
