Title: Fox Sports question

Not sure where to file this. 

What would it take for Fox Sports to run a web based viewing service like espn3/watchespn?  Is this a 3rd tier rights issue?  Do you negotiate this with conferences or schools?  I know we have some contract experts here.

Do you know of anyplace I can read up on things? I tried a rudimentary google search and didn't get anything.  I know people are very well read on these types of contracts.

I also had heard that they were going to have a some kind of competing service to WatchESPN associated with FS1

Their FAQ has a very ambiguous and confusing list of providers that supposedly allow you to watch it on your mobile device and stuff. I tried to look into it, but decided to just walk across the street to the bar and watch.
