Thankfully and rightfully they're treating this as a criminal investigation first.
I remember back a few years ago, a 60 minutes type show did a story about how easy it was to get access to Oil Terminals, industrial plants and things of that ilk. Many of them stepped up and increased their security, but you have to wonder about places like sleepy little American towns.

Ammonium nitrate is used in fertilizer because it is a very good oxidant. Plants need oxygen to grow... Just like fires need oxygen to grow. They say ammonium nitrate in like, ever movie where someone makes a makeshift bomb.
Yeah, the vicinity of the plant to the residential areas was the first thing I thought of but look at that blast radius. I think a lot of the fatalities were from people who went to watch the fire and didn't realize it was about to go boom boom.

Big timers like Koch Fert don't blow up their plants. This was some small time opperation probably cutting every step in the book to keep out of the red.
