i got my desktop off craigslist for $300.  runs stuff no prob and the guy assured me it was "definitely not stolen...i just need money for my sick mother in law"     :dunno:

I just saw an ad for Google Chromebook that's $250.  No idea if it can do sim city.

You can usually expect to find something like an hp laptop for $300.  You might have to look a little.  $350-$400 without shopping around.

If you play on low graphics settings you could play it on a sub $400 laptop.

You could probably build a desktop for a fairly cheap price.
