I thought I would take Dlews idea and make it only since 1900 since no one really cares or knows about the presidents before then.(other than Washington, Lincoln, Jefferson)
My list
1. George W. Bush-Created the budget mess we are currently in, presided over a war that was started on false pretenses, caused the worst recession since the great depression.
2. Calvin Cooledge-caused the great depression
3. Jimmy Carter-terrible leader, the country lost faith while he was in office.
4 Richard Nixon-anytime you have to resign you make the top 5
5. George H. W. Bush-he really wasnt that bad but i needed someone to be 5 and he obviously sucked if he was voted out after only 4 years.

I would like to amend my list and add Wilson instead of the first bush. And obviously the president gets far too much credit for a growing economy and far to much blame for a recession. so caused is too strong of a word, but cooledge alot like Bush 43 relaxed regulation to the point of it being very bad for the economy. some of the blame for the great depression can also be attributed to the federal reserve since it did not increase the money supply fast enough for fear of devaluing the dollar.

it is easily Lyndon Johnson. On top of being a descendant of a Baylor University president(woof) his alma mater is Texas State(double woof). He wiretapped MLK(racist), was fat and smelled terrible, vietnam.

My list, in no particular order:
1. Nixon - Everyone knows why Nixon was a shitty president.
2. Hoover - He was a great man and a great American, who stood for everything the "balanced budget" conservatives claim to stand for but aren't willing to follow through on (cutting government waste, paying for spending with taxes to balance the budget, etc.). His policies were a horrible failure, though, and while it's unfair to say that he created the great depression, his policies made it about 100x worse than it had to be.
3. Harding - Appointed the Ohio Gang to his cabinet and oversaw the most crooked administration the United States has ever had.
4. Carter - Like Hoover, he is a great American and a great human being, but a horrible president. The Iranian Hostage Crisis was just the cherry on top of his 4 year tenure.
5. Coolidge - A firm believer in laissez-faire government, who didn't really do anything of note while in office, and did absolutely nothing to even try to slow the great depression, which came about right as he was leaving office.

Background
In the early 20th century, the U.S. Navy largely converted from coal to oil fuel. To ensure the Navy would always have enough fuel available, several oil-producing areas were designated as Naval Oil Reserves by President Taft. In 1921, President Harding issued an executive order which transferred control of Teapot Dome Oil Field in Natrona County, Wyoming, and the Elk Hills and Buena Vista Oil Fields in Kern County, California from the Navy Department to the Department of the Interior. This order was not implemented until 1922, when Interior Secretary Fall persuaded Navy Secretary Edwin C. Denby to transfer control.

He received other gifts from Doheny and Sinclair totaling about $404,000 (about $5.26 million today[4]). It was this money changing hands that was illegal — not the leases. I enjoy political discussion like this. One minute "Its all the Presidents fault"!! The next "Well you see the President doesn't have much control over that."
I'll give you a good example. Democrats took control of Congress in 2006. Democrats controlled both the White House and Congress in 2008. Democrats controlled the Senate and the White House in 2010. How have we been doing since oh . . . 2006 or thereabouts? How about since 2008??
Remember when Democrats said they were going to pull the troops out of Iraq in 2006? Tell me, what war spending bills DID not get through Congress between 2006 and 2010? How about budgets? Economic legislation?

I enjoy political discussion like this. One minute "Its all the Presidents fault"!! The next "Well you see the President doesn't have much control over that."
I tried to limit my criticisms to policy decisions that were actually a direct result of the sitting president rather than things like the economy as a whole, though I was probably slightly unfair to Coolidge in that respect. Hoover deserves all the criticism he gets because he just lacked the leadership to do anything at all to help this country through a very dark period.

No, but that was certainly part of the problem. Barney Frank is the central figure with lots of quotes claiming fannie and freddie are fine and need to buy up more bad loans so his constituents can get more home loans they can't afford.
