I have 2 friends that are on the team, this freshman is probably going to start at LB. He is supposedly really good, better than Tre good.

I think the starting LBs are pretty set at Tuggs, Art, Tre right now.  could change obviously.

Moore will likely get some reps, but I think the main competition to start is between Tuggle and Childs. Brown and Walker are pretty much locked in at their positions.

Perhaps, but doubtful. I don't know if he can play with a hand down. But Hayes will certainly go with multiple (3 or 4) defensive ends in passing situations.
