It will pick up eventually. It took BTN a few years to take off. The only reason people are picking up the Pac-12 network so fast is because of how well the BTN ultimately did and all of the kinks have been worked out between Fox and the cable companies.
This is the first attempt at doing something like this by a school and ESPN. It will take time.

This is a good overview of what's going on with the LHN. They will never get the national distribution they were hoping for just due to the fact that its niche programming. If ESPN ever modifies their stance it will do fine in Texas.
I'm sure their worst case scenario solution would be to eventually fold into some kind of Big 12 network if they can't get any traction with the cable carriers as it is.

The BTN has tier 2 programming for every Big 10 team, though. They show football games every weekend. The LHN only gets one tier 3 football game to show per year. I wouldn't be so sure the network will ever be successful without some major changes.

The LHN is not going to survive, the programming is just not there.
Advertisers are not going to pay money to run commercials on a program noone watches.
I was in Midland, TX in Dec. and was flipping through the channels at my hotel, I ran across the LHN as I was channel surfing...The replay of the Baylor game was on one time and a swim meet was on another time.
In my opinion ESPN is throwing away money at this point. (Yes, I know the $300 mill is peanuts for them).
Now if the LHN is dropped and a Big 12 Network is started, that will have the programming that people will want to see.

LHN won't have any trouble selling its services once Texas is back in the top 10 again.
