It's been incredibly wealthy with people doing drugs in the streets at all hours of the day in certain neighborhoods for a long-ass time, long before Chesa Boudin or whoever is getting blamed for things like this.
And the thing about the Mission is that their are rough ridin' crazy crackheads roaming the streets 24-7 (in front of nice restaurants). I know people that live in Oakland that tell me the only time they've felt nervous in the entire Bay Area was in the Mission.
