In the case of rule 33-7, I think so. The purpose of the rule is to allow tournaments to not DQ players automatically if it's clear a player didn't cheat or intentionally break a rule.

Yeah, this probably didn't help golf a lot, and neither did the slow play penalty. But most well get over it.

If Tiger Woods isn't expected to know the rules better than some pud watching TV at home, then whats the point of putting players in charge of policing themselves?

Have you seen the rules of golf? Some pud didn't know either, he heard what tiger said, thumbed through the book and then snitched. Bubba Watson had a great point; how do these snitches know who and where to call? Do they just repeatedly call numbers until they finally find someone who will care and listen?

My point is that if they police themselves there has to be strict penalties and golfers have to be accountable with ignorance not being an excuse.  If the penalty afterwards isn't much harsher than the one they missed, then there is no reason for them not to try and get away with it.  Its the Masters and most people playing get millions of dollars a year to play golf.  They don't need to understand the rulebook perfectly, but they should understand it well enough to know when to talk to a rules official.  If the people policing themselves are incapable, then rules officials will have to make calls on the course (really don't want that to happen).

Regardless, pud on the couch shouldn't be involved in the situation.

First off, if you hit the flag you should be able to drop on the other side of the water. The flag should be a silver lining in the stroke penalty ordeal. Secondly, you can't drop it further from the hole? Wtf? Since when was being further away an advantage.

Just really but hurt, you guys. Stupid rule, even dumber that people are calling for tiger to DQ

Being further away can be an advantage if it takes an obstacle out of play/gives you a better angle/etc.
