Maybe one of you educated cats can help me out here, but the Texas drop-off location thing confuses me. Sure, it looks dubious on its face. What I want to know is how many people actually use them, and why? Comparing the population of Harris County (Houston) to entire states is great and all, but that's not a real indicator of how this change will impact voting. Who are the people who request (and are granted) a mail-in ballot and, instead of just dropping it in the mail, drive to a designated drop-off location?? I have to assume postage is pre-paid, so it's not a matter of not having a stamp. I tried to get a mail-in ballot in 2016, and the voting commissioner told me to eff right off.
