I can think of a lot of reasons this could be problematic, mostly because I imagine foreign leaders may be much less candid with the US if they think their words will be made public.  Like maybe there is some kind of Cuban missile crisis type scenario and one leader wanted to make clear to the other they would agree to back down but needed to agree to some kind of face-saving move.  If a foreign leader knows all the calls could be made public, that option goes away.

These transcripts were released to shine the spotlight on as to why there are zero transcripts of the call with Putin on the same day. Staff was somehow kicked out of that call and did not take transcripts. I wonder what was talked about?
