Oh sure, I definitely believe that. I don't think I've ever made that point specifically about the Kochs, but I do agree that freedom of speech includes freedom to spend money on speech.

If an institution at it's sole discretion wants to have a policy, then that's fine and to be hashed out internally at the institution.

Professors do not speak for the university in such statements. Its okay if they clearly state its their opinion and they don't represent the school. Second this should be handled by an internal school policy not a law that can be screwed up by a court or regulator.

Bribing people with enrichment to sway the laws in your favor should not be considered free speech, but more of an unfair advantage.
It would be nice to have real solutions that were based off of the merits of ideas.

DNR article, but there's no way the university would be held liable if a student said gypped. If a faculty member did, still no, because no quantifiable money damages.
I suppose if a superior went around saying gypped all day and a subordinate was a gypsy and felt uncomfortable to the point of quitting he could sue, but would still probably lose.
Regardless, spending $16k per lesson in etymology is an egregious waste of resources. It's hilarious people would defend it.
