rebuilding a fire damaged library doesn’t fall into that category
by "that category" i assume you mean "tuition" and not "insurance." i would think rebuilding a fire damaged library is exactly the kind of thing that would fall into the "insurance" category.
We shall see. There were lots of things in there that may not have been insured. Insuring a library on a college campus containing books, academic files, technology purchases by different departments, servers, etc. isn't like insuring a home.
They lost pretty much all of the servers that store information for academic departments on campus. Will they be able to recover files off the servers? Unclear at this point and just the lost man hours on that boondoggle are enormous. I don't have the exact specifications for the full extent, but people are scrambling to find the last backed up/emailed version of grant paperwork, seeing what they have backed up for their curriculum materials, etc.
