I've said it many times. step 1: licenses for ownership (complete with training)step 2: registration for all guns purchased (could be step 1 actually)step 3: all private sales require registrationstep 4: registered owner of gun held responsible for crimes committed with that gun if it was not reported missing/stolenIMO this would help gradually reducing the black market
That's good on a go forward, what do you do with all the guns that exist today?
