Depending on the type of sprinkler system installed, a lot of the time more damage is done from all the water. Gyp board walls don't do well when they get that wet, so the interior walls would all have to be replaced. Hopefully the structural members were properly fireproofed but if not, the heat from prolonged exposure to smoke and fire could compromise the structural integrity.
All that being said, I do think there are some shenanigans, boondoggles, and possibly even some tom foolery at play here.
