it's a slow release. they let a bit out and wait for the government to deny it or say "yes, we are tapping suspects, but not everyone else" and then they release reports showing that the government is doing exactly that. pretty fun journo technique.

I'd find it hard to believe the Russians don't have complete access to everything he has. Also, if Russia has it, the Chinese have it.
