Rutgers is bad, but has 4 ranked finishes with a high of #12 in 06. An 11 win season and four 9 wins seasons in the last 12 years. Several other 9 wins seasons before that.
Indiana is bad, but had 5 ranked finishes with 2 at #4, the latest in 67. Like ISU, only two 9 wins seasons in history.
Kentucky is bad, but has 8 ranked finishes with a high of #6 in 77. Two 10 or better win seasons and 5 straight ranked finishes with some guy named Bear Bryant as coach.
Duke is bad, but they had multiple ranked finishes and were sort of a power in the 30s/40s. They did go from 61 to 2013 with no ranked teams until Cutcliffe finished #23 with 10 wins.
Vanderbilt is bad, with only 3 ranked finishes (2 by James Franklin). Franklin also had the only two 9 wins seasons besides a couple in the teens.
Kansas is bad, but they have 7 ranked finishes. A 9, 10, and 12 win (who can forget!) season besides a couple in 1905/08.
